Bush initiated the space shuttle cancellation program way back in 2004 just for ISS. Also this program remained so pricey to operate for them, these orbiters are very pricey to maintain. nasa partnered with these giants as for thee programs to be cost effective, safe and reliable to say it clear, and they did saved tons of money, earlier they gave russsia soyuz 80m per seat, and there were many astronauts who flew the iss since 2010. Later govt changed priorities changed, crew dragon programs came on.. Now this is a huge money saver. We shall see the Boeing's star liner this year and a manned one in next year. So there was a huge budget cut off for this program indeed. Quote
