Every decision will have multiple dependencies. Kani oka decision ni uniform Ga oka diverse country lo implement cheyadam chala kastam kada..especially local law enforcement antha state control lo vuntadi..Practical possibilities ni weight chesukunte, it would have been better if Union provided the guidelines by taking recommendations from states and states enforced at local level..
