yes,, cases increasing by death rate is lower.. 

Either virus becoming weak or most of the weak people already succumbed and healthy people surviving... (hope its the the virus become weak)

Thats a big risk unless they are sure about Virus mutations....

Chances are once the mutation takes place with the second wave... most cases the medicine wont work...
