Catalpha Posted June 26, 2020 Report Posted June 26, 2020 I don't think a lot of people understand how federal hiring happens. Usually hundreds of people apply for each General Schedule position. So, the people applying are ranked based on their education and years of experience. So, someone with a PhD with a couple of years of experience is ranked in the 90s, whereas someone with a bachelor's degree and 15 years experience will probably be ranked in the 80s during the hiring process to call for an interview. Also, if you are a minority, you're scored highly. So, he is basically trying to count experience over education, which seems fair if you're truly talking about skills, but that would skew the new hires towards being older. Quote
