they can slowly ramp up testing and isolating and aim for 2% positivity.. TG now at 30%

ap at 4%.'

the trick is to keep active cases down, and along with it people with serious sysmptoms... if you don't test and isloate and allow to spread, TG cannot treat all serious symptoms people... and there will deaths in 10s of thousands atleast.
