Only to make phones for india ,  import tax valla anthey . They were already making few models like XR in india .

I don't think they will even consider india for exports with our slow beauracracy , myraid of labour rules , corrupt and lethargic judiciary . If they do shift manufacturing outside china it will be either Vietnam , Thailand or even Malaysia
