New proclamation/Travel Ban - Question

US consular services vaadu tweeted saying if you’re in the country on June 24th on legal status you are not subjected to proclamation, you can go out before December 31st and get stamping if the embassies are open ani... is this 100% true. Did anyone receive confirmation from lawyers regarding this?

it is in the proclamation but looks like the consulates and Department of state are not on the same page....so it is risky to travel out of the USA in this time with an expired H1B visa stamp. also, nobody knows when consulates in India are going to open....na feeling aithe maroka 12 months open cheyyaru
