If those lands are still fertile and can grow crops ,Then it is good idea. He should propose that idea at least in areas which are completely untouched by capital construction.

If those organizations are ready to give it back , Then it is surely good idea. Also giving back untouched areas. 

If they are ready to sit and talk with government then some of these solutions , ideas might be possible. But we already know what their single demand is. Single capital and we don't want anything else.
