My family is  from chittoor/ nellore area  overall public is not bothred by capital talk at all , but most would support decentralisation according to sivaramakrishnan committee .

Administration capital in amaravathi like in american states would be ideal choice . A large Greenfield capital would only be possible with Federal level funding like on china ,2500 crores tho emi cheyagalaru ?

Okay America failed model antey , take a look at china , they constructed 100 Greenfield cities  . All of them on government land with Federal funding , most of them were unviable but continous federal support tho they became successful . 

Indonesia lo kotha capital , that too is on government land with only 7 billion dollar government expenditure .
