i dont think so...showing development in barren lands is difficult than showing it in relation to growth of a city...Hyd is best example

how would anyone know?...jagangadu eppudu analede marusta ani...its only tdp which claimed it...and if you are getting all the welfare in addition to capital...why not

You are  right , there is no constitutional provision to shifting offices . Court can only use breach of contract

It depends on how court interprets CRDA agreements. And what language is written inside it. If they mentioned government offices will be constructed in their lands , Then court might say why is secretariat being shifted. 

I see a long legal battle. Either parties will go to supreme court surely when someone loses.  And interpretation of language in those agreements might be different to different people on court bench.

How can any govt promise that all govt offices will be located at one location?
