I really want to see how merit based will be different from S386 in principle. 1. Points for 16 years education --- Vetted for H1B by USCIS 2. Points for experience in USA -- Again benefit for current H1B holders 3. Extra points for USA education -- Half of the H1B have MS 4. No cap on COB --- Same as S386. Quote
