High court will delay it for few months and then supreme court will rule over high court because in this case government did not violate constitution

It's not a stay order , it's status quo . 

Stay order will come after hearing the defendants . 

Basically Jaglaq doesn't even want to bother fighting at HC as he's expecting to lose

మూడు రాజధానులపై ఏపీ ప్రభుత్వం వేగం పెంచింది. సుప్రీం కోర్టులో స్పెషల్ లీవ్ పిటిషన్ దాఖలు చేసిన ఏపీ.. తాజాగా అత్యవసర విచారణ చేపట్టాలని విజ్ఞప్తి చేసింది. మూడు రాజధానుల బిల్లులకు హైకోర్టు ఈనెల 14వ తేదీ వరకు స్టేటస్‌కో విధించిన విషయం తెలిసిందే. దీనిపై స్టే విధించాలని కోరుతూ ఏపీ ప్రభుత్వం సుప్రీం కోర్టును ఆశ్రయించింది. అయితే దానిపై సోమవారం విచారణకు వస్తుందని అంతా భావించారు. కానీ విచారణకు రాకపోవడంతో ఇవాళే అత్యవసర విచారణ చేపట్టాలంటూ అప్లికేషన్ దాఖలు చేసింది. మూడు రాజధానుల నిర్ణయానికి సంబంధించి అదనపు సమాచారాన్ని అందజేసింది. పరిపాలన వికేంద్రీకరణ, సీఆర్డీయే రద్దు బిల్లుల విషయంపై ఈనెల 7న ఏపీ ప్రభుత్వం సుప్రీం కోర్టును ఆశ్రయించిన విషయం తెలిసిందే.

He already made such statement in one public meeting. That he wants to distribute lands to poor and baboru is stopping by court cases. 

I am not saying it is right or wrong. But it seems to be his strategy.
