Is ban in DB permanent?

ban em undad.. they just take off posting rights..

they can just log in turn it back on if they want to..

the only actual ban I saw here is IP ban, I think they can blacklist an IP and if anyone tries to create an account with that ip, they will be automatically banned.. login avagane banned ani vastundi

i can log in ba.. but i can't post.. it says i am restricted from posting and i can't find an option to turn that off
