Nenu state key working but not for univ of utah. Madi infact cool untundi but univ of utah bane work untundi. My friend works there 10 ki 12 ki kuda working antadu always. This might not be case for you for sure as depends on project kada?

I dont think so.  State projects are managed by a company and they arent literally vendor but kinda like HR services for state. they take 3% of an hr. They are a big tella company.
