Isn't whataboubtery a huge problem all over the world? Need to address all the issues. One at a time. Can't simply say this is justified because something else happened.

People Need to believe in police system. Here police became the culprits (allegedly). 

Dalit atrocities have been on the decline due to many laws and protections along with reservations. Governments have myraid of programs (tribal development agencies, protected lands etc) to help dalits stand on their feet.
