Lesser crime if it is legally allowed and fewer people will be in jails. Costs the government less money to maintain jails and facilities. I don't think anyone can "Control" it once you are allowed. In USA the smoking age is 18yrs and drinking age is 21 I guess... but I have seen many teenagers using them. What will selling to younger people get you? They don’t have a lot of money anyway. If it is legal then the product becomes cheaper. The margins for the underground market aren’t there anymore.
