First hand knowledge - KCR and YSR took this approach : for all prestigious irrigation projects, they gave strict instructions to add 15%  (YSR - 30%) to the estimates that engineers did and ask the contractors to do the work with quality and in-time. They divided the work into small projects and gave away contracts with no bidding. Even if there are bids, work is split among known contractors.
