CBN was one of the earliest pioneers that embraced neoliberalism in India. he quickly tried to privatize everything leaving govt only as the tax collector and provider of certain basic services

ofcourse in 90s India, it was helpful. by 2014 he ran out of ideas and money.

Yep, he forgot the basics like corruption / administration and was acting more like a CEO of a real estate firm . His administration was so incompetent that he couldn't ensure  even freebies weren't corruption free (janma Bhoomi committee).
