Can she travel back now or wait until travel ban is lifted?

Travel cheyyochu if she is not on @H4ead or if she doesn’t have an SSN... 

Or else she will be considered threat to the local job market and will be denied entry at POE

does it mean if  a wife is on H4 and she had SSN in past then she cannot travel to USA ?
