Car title will be the state where you initially bought it , so reach out to that title office 

its a very simple process and takes less than 10 mins , you may not need it but keep that lien cleared letter from lender..

I bought in FL but when i paid off i first asked them to do title in IL and then VA. Chase said they did e title in VA but when i called DMV in VA they say edo process hold lo undi in IL. Chase vadiki cheste he says they did in VA. Edo messed up. Pay off chesi kuda 5 yrs.  They arent responding properly.. But chase sent the lien release letter again
