Diesel has been deregulated. It is still subsidized at bulk rate. De-regulation does not mean subsidies have been 100% removed. Both are different.

Annually, Government reimburses about 15k to Oil Marketing Companies.

You may need to understand how the theory of subsidies work and applied.

There should be an article by that petroleum research institute in vizag, where they explain how subsidy used to work then and now. If I find the link, ie I’ll post.
