Not next.. through out several visa bulletins under the assumption there will be no downgrades.

I think Dates for FIling chart is for the entire Fiscal year in consideration. If everything stays "as-is", by the end of fiscal 2021, those will be the dates for final action.

 

But, these assumptions will be changed when EB2 people downgrade to EB3 and so there will be less movement in EB3
