Yes, you can downgrade and file concurrent processing . I140+I485: sending it to same service center is recommended 

Even if the dates retrogress the receipt number stilll helps to hold your EAD status!

Eb3 I 140 eligible for premium, not sure if they are accepting premium processing now ( please let me know if you know the answer)

If eligible for premium, we will be in jeopardy for a week.
