CO did not apply much of the spillover to FAD and he predicted rapid movement.

Lobbying happens with congress. Uscis is trying to get out of bankruptcy and got kummak with DOS to get funding. As long as their agenda is not fulfilled and they have capacity to take more applications they will move the dates and honor DOF. 
 

They still have to grant 261500 GCs and not just EADs before Sep 30 2021. So FADs will see forward movement.

I expect retrogression in all categories by next month. They underestimated eb3 DOF. Once they witness all the surge in downgrading, they will correct it in next bulletin. It will go back to 2013.

Usually October to December every year honor chestaru to guage demand. Then it comes back to FAD.
