Need Suggestion on this

My I-140(eb2) is on employer A, and Employer B acquired employer A. So when I asked downgrading from eb2 to eb3, employer B saying that  labor has a different federal ID. So he is asking me to start from scratch with my old PD. 

Q1: Is there any options, that I can downgrade from eb2 to eb3 with out starting from scratch with Employer B?

Q2: My PD Dec 2013, so is it worth downgrading?

You have to file successor of interest 140 amendment. Should be simple.

I am not sure if you would be able to file concurrent amendment, 140 downgrade and 485 filing.
