Dollar will fall if other currencies are strong.. in recession or economic downturn, dollar becomes more strong and other currencies become weak..

It will happen only if Inflation in India is less than Inflation in USA which isn't the case yet.

USA lo inko stimulus plan isthe its possible. I think 65 is a stretch. 70 is a possibility
