I see many people telling this. But how come family based GC ban was not challenged in court ? They justified pandemic as the reason for that. 

Can't they give same reason for new  h1 rules too ?

Family based ban is a measure to restrict people coming from outside. Its justifiable.

Temporarily suspending immigration from outside the country is within president's purview but ee rules ki justification ledu it was more anti-immigration rhetoric for votes..  The USCIS boss who signed off on this is not properly appointed, so honestly anything he passes will not be valid, ee okka reason chalu ee laws kotteyyataaniki..
