What the f are you talking about, do you think raising the wages to exorbitant levels is the right thing? At this wage level none of the OPTs will ever get a H1. If you were on OPT,  imagine never having a chance of getting a H1. civil and other engineering fields lo no H1 can get an extension at this wage levels

Wages have not kept up with inflation. There is nothing wrong in increasing the wage levels. Only thing that is wrong is the arbitrary increase in wage levels.
