I don't think this is true. Being promiscuous is wrong, having an opportunity or not has nothing to do with it. People should all have the opportunity, but choose to not do it anyway, that's how you develop trust in a relationship.

This is a question of morality for a lot of people, having an illicit relationship outside marriage is a sin in Christianity. People who are meant to loyal will be loyal wherever they are. If you are not loyal, you won't be loyal wherever you are. Everyone should have the opportunity to do what they want and not be restricted by the society. If you're loyal despite the opportunity, then you are really loyal.

But not giving your wife enough freedom to do whatever she wants because you don't trust her to be loyal to you is wrong.
