If government gives back the vacant lands, then all the money invested already also goes vain and this area will never see any kind of investment or development for ever. 

Govt has constructed few offices and other amenities. For any future growth, you need land and if you give away 95% of the vacant land, Then what is the use of that 5% land all the investment which has been done till date? 
 

This is not a practical solution. Only feasible solution I see is to give another 40-50lakhs per acre as compensation and if possible, identify similar acreage of land else where and give the land apart from existing compensation. 
 

Its hard to reach consensus at this stage especially a demand which is marred by political interests. Unless Land owners keep aside their political interests, no solution is possible. Both the sides should understand or else, There is no solution for this situation.
