I would say it is underpaid H1Bs. They are not getting paid how much they should be, and are subject to exploitation. Still don't see the craze behind being exploited in low paying jobs.

Underpaid H1Bs. They are not being paid as much as citizens who have the same skills.

They are being paid well. But companies that do not provide sponsorships have to hire citizens and pay them more (higher than required)since they are hard to find. So data becomes skewed that a citizen is getting paid more for the same job. It is just how demand and supply works .

Department of Labor decides if they are being paid the right amount or not. You're simply saying that citizens are being paid more than H1Bs because they are difficult to find. But the way I see it, H1Bs are not being paid enough for the skills they have, because they have a vulnerable immigration status, they are subject to exploitation by companies. If they have the same skills as citizens who are being paid more, that doesn't make them high skilled labor, that makes them underpaid labor.

You simply don’t want to understand what I said. Even citizens working in the same company that provides H1B sponsorship are paid the same wage. But, The companies that do not provide sponsorship have to pay more to find a citizens with same qualifications. If you take H1b out of this equation one company is paying right and other one is paying more.

How do you define that one company is paying right, when the other one is paying more for the same job? Isn't it the department of labor who defines the right amount to pay?

both are paying above DOL wage. One is higher than other. You can’t expect chase to pay same salary as facebook for data scientist right?

I don't know how much data scientists are paid, but I would imagine depending on the level and location, they would be paid accordingly. Hopefully, US Citizens are not making more than H1Bs for the same level in the same location. If H1Bs are not being paid the same as US Citizens, then they are clearly being exploited because of their vulnerable immigration status.

It is all relative. They get paid more than other fields - just not the pay they should be getting.
