Rule start ayyinde October 6th ki. LCA before that date approve ayyi vuntadi.

approved i140 EB2 aug 13 and moved to new employer (FTE). New employer start cheyaledu labor. They said they will start soon.

If new employer what precautions we need to take for them to apply 140 eb3 ?

you don't have to go to old employers payroll now. If your old employer is ready to file, then you will have to move to him once you have EAD

Old employer tho downgrade without joining him might be tough bro 

New employer tho make sure your prevailing wasge meets your expirence as the rule is already effective (unless lawsuit)

If old employeer pay roll ki velthe then do down grade a reddy and new=uman gadu kodiga risk of downrad eif you are not working anadu

 

Also if you are filing with new employer make sure your perm qualifies for eb2 at least 6 months avutundi approval vache varakau apadi varaki dates ela unte ala game adochu you can file 3b3 or eb2 at that time
