Free versions ne unnayi. I have been using pdfsam-4.1.4-windows. Really good one.

PDF Merger and Splitter, there is a free app in Windows 10 microsoft store.

If you can run a python script:

 

from PyPDF2 import PdfFileMerger

pdfs = ['file1.pdf', 'file2.pdf', 'file3.pdf', 'file4.pdf']

merger = PdfFileMerger()

for pdf in pdfs:
    merger.append(pdf)

merger.write("result.pdf")
merger.close()
