Hyd lo floods is very rare...surrounding lo Sea/Ocean ledhu kada...Vizag, Chennai, Mumbai, Kolkatta etc aithe almost every other year hurricane/cyclone warnings, high winds etc normal..so akkada preparedness is different. 

US cities and roads are well planned but still Houston city was sub-merged in historic rains....no city in the world can prepare ahead. lets say ee decade lo malli ilanti rain vachina, what can govt do except telling ppl to move away from low line area? property damage aithe pakka avthundi....a good % of the city population should move out or relocate permanently and then govt can clear off the path for flood water.
