I think in general there will be very few petitions in level IV and level III so ultimately there will be a lottery in level II again. biggest losers: Witch companies OPTs can try to remove the layers and qualify for level III biggest gainers: tech companies that can pay level III and level IV to freshers which I don’t think are many.
