Railways lo already contracting system baaga implement chestunaru especially services. I think attempts are being made to allow private players to run trains on some routes...it’s like IR owns the tracks and infra, train would be run by private players and private player pays to IR for using the infra.

They lease the track...not an auction. And remember, IR can select the player based on competence not for the one who pays more. For example, If IR selects a player to run the train between Delhi and Agra, private players gets to run the train on schedules set by IR, not the one who pays more gets to run more.
