No , all time high valuations . Covid second wave is going to decimate European economy . 

Better invest in short term bonds or stable assets like gold and hold .

keep buying in small amounts and average it out , don't go big when you are a beginner

invest money you do not need immediately

that being said , right now is a very volatile time to enter the market
