I don’t think it makes a much difference and I have observed KTR encourages engineers to come up with unique designs as it brings a unique character to the city rather than some generic block of glass..it is evident from all the projects they took up so far namely - tHub, D cheruvu bridge, thub2, secretariat complex, image towers, tworks etc..

 

Also construction cost is not the only aspect that is what is escalating but the equipment costs that they are going to use. 2016 when they broke ground they might have not thought about the technology that much. KTR did a review of progress yesterday and hopefully it gets completed soon

Chaderghat low bridge for example, oka 30 years back katinaru, simple and plain bridge as per the then needs and budget...it serves the purpose but when there is heavy rain, the bridge gets inundated. It still serves the purpose...but back then it was a norm. 
 

If a same bridge is being built now, Do you think will it be a similar one or better than what it was ?

Although the police towers, which is still being built has been operational for the last two years..partial operations two years nundi nadustunayi....estimated completion and cost has over run the initial costs but that’s quite normal considering the costs estimates from 2015 to 2020.

Cost saving and efficiency - they are indeed energy efficient, better aesthetics  , less weight, faster construction as they are prefab

the amount of radiation emitted is less than what is absorbed thru glass. ( greenhouse/glasshouse effect) 
so more heat will be trapped.
if you say KTR is giving away free hand to engineers to be creative, I would rather see these type of buildings than those posted above.

which builds unique character of the city too as someone posted above.
