Not too long ... I think 18 months 

but it depends on the agency and department ... sometimes it takes many years to get promoted to a different grade .. step increases happen every year and 2-3 years if you are step 5 & above within the same grade

14 to 15 depends on your agency and how they do promotions .. not all departments work same ...

Yeah there is no promotion from 14 to 15, have to apply for 15 positions separately and do interview.
