It is a slippery slope .. governments will misuse that to prevent opponents from voting .  MIM may lock up Hindus in their houses and remove all Hindu votes , likewise factionists like JC diwakar reddy will also kidnap people to stop them from voting . Ruling party like YCP can also kidnap people and prevent voting . 

That is why some rights are non negotiable and must be taken away only under extordinary circumstances
