If a person holds H1 with employer A (i94 valid till next yr end) and later applied for H4 got the receipt notices(but Biometrics not yet done) .. he/she got one good offer from employer B who’s ready to file H1b again.. does that person needs to go through consular processing??

Is your old H1b still valid? If so, you can get it transferred..

thing is that person applied for change of status from h1 to H4 in may... and got only receipts till date.. biometrics also not yet done.. now that person got job offer with h1 txer option.. but they said needs to go thru consular processing it seem

Biometrics avvakunda H4 approve cheyyadu kadaa.. so, in a way you are still on h1... if your h1 transfer gets approved, that will stay valid... 

better confirm with your attorney though..

There is a chance of H1 transfer getting approved with pending H4 but the attorney has to draft a good letter explaining the COS from pending H4 to H1B stating that consular processing is not possible now due to COVID...but the only problem will be losing H1B time (I mean pending H4 will be counted as H1B days)....same thing happened to me but with pending B2

If H1b is valid for next year.. you can withdraw your H4 petition by writing to USCIS mentioning the exact cause... do not fake the reasons... google for sample letters you will find more...
