I'm saying that you are wrong. there's a reason why govt takes caste, religion into account while giving benefits beyond just catering to votebanks.

govt can't give benefits to all poor. they don't have the resource.

and if you blame corruption for that inefficiency, even non corrupt states have indices worse than corrupt states.
