If you use the HDMI CEC in TV ( if it has , most.new ones do ), then turning on roku will turn on TV also. 

Volume should also work - set sound bar at max volume you want and use roku to control.

 

I don't have same but have similar setup. 

Google chromecast ( with remote - new one ), connected to TV. TV ARC is connected to AV receiver .

I just power on chromecast- it turns on TV and also changes the source. Audio control also works - I think it's in setup.

I do not have soundbar , Fire tv 4k remote works for me to switch on the tv , control the volume etc
