What is the emergency? Unless it is health/death related they won't consider it as an emergency

if you looking Hyderabad consulate, it is limited and expected to function normal after Christmas, right now you should be able to find appointments for Jan in Mumbai and Delhi

Any applicant requesting an expedited appointment is required to first pay the vis fees for a regular visa appointment. Applicants who are granted an expedited appointment but subsequently refused a visa at the U.S. Embassy or Consulate will not be allowed to utilize this option to obtain another expedited appointment.

but now for appointment itself is not available how to apply for expedited visa appointment anedhi kanipinchatle visa fees anni katti unna kani appointment dorkatle.
