He was a good administrator in his first stint , had some good ideas that capitalism is the way forward .  Used to know feedback directly bypassing officers / second rung leaders . Made government officials accountable and made them work 

2014 lo kooda andaru adhey expect chesaru especially middle class/ educated / youth . But his administration was just average , Andhra Pradesh regressed industrialy even further and the whole IT fame was all for show with no progress in five years .

After working for 14 years as CM, it was very easy to fund the local establisments there by getting the votes easily. How ever main point to note is he neglected every other constituency.

That too a image built-up exercise. He failed on every front like establishing small scale industries, cottage industries to Cotton farmers, Weavers and every industry other than IT, though investments in IT are by and large were in the hands of the Central Govt.

An interesting fact

I don't agree that is all made up . 

Small scale industries part is true but that's a result of central governments policies . 

I am not talking about just investments and stuff , I remember in 96 he came to tirupathi  for a  visit and noticed the roads were not upto the mark and got down and talked to every official about it . He came to the same road after few months and made sure it was done .  Accountability at even municipal level was unheard of before .

94-99  TDP had good second rung leaders who were out to make a name for themselves and not just money .  Second term was little different , it was all about Hyderabad / vision 2020 / shining India . 

To be fair he did ignore  present Andhra Pradesh because he thought it was better to invest everything in Hyderabad to get better returns .  

He was also a realistic in his words that agriculture is a dying occupation , agriculture income has not even kept up with inflation after he said it out loud . Obviously idiotic public are sentimental

Rosaiah quipped that he was sad that "I have inherited a completely debt-trapped state, with adverse asset-liability ratio, lower GSDP (gross state domestic product) growth rate compared to the national average, eroded human development index and a state with an annual agricultural growth rate of 1.14 per cent for the last 10 years period as against what was 3.19 per cent for the preceding decade."

He pointed out that despite borrowings (state debt) going up to a whopping Rs 57,588 crore (Rs 575.88 billion), no major new assets have been created in the last nine years. "The fact that the government spent only Rs 22,276.44 crore (Rs 222.764 billion) on capital expenditure bears ample testimony to the mounting unproductive expenditure of the state government during the last 10 years," he contended.

The finance minister alleged, "From 1995, no new major industrial project has come into the state, nor did the government complete any new major irrigation project. On the other hand, many large and medium industrial projects in the State were closed down, causing loss of employment to lakhs of industrial workers. The average annual growth in employment in the State for the period 1994-2000 had fallen to 1.1 per cent from 2.4 per cent for the period 1983-94."

He further alleged that AP slipped from ninth position to 10th position on the Human Development Index in 2001. The asset-liability ratio of the state fell from 1.01:1 in 1995 to 0.63:1 for the year 2002-03.
