Vizag is the best city in AP for sure , tirupathi is the second most open minded city due to large migratory population 

kakinada / Rajahmundry /Nellore  next in no particular order

the opposite also holds true. people who come to chennai carry with them tons of preconceived notions about the city and its people. so yeah, fcuk them. Chennai doesn't have to be friendly to racists. Yes, I find most people who trash Chennai to have racist intentions behind doing it, or having an inflated sense of entitlement to belong wherever they go. a bit like how Whites treat the rest of the world. Its kinda stupid attitude to have. A city doesn't need to be welcoming. It is you who has to adjust to its rhythm.

regarding being open minded about sexual freedom, gender attitudes, I'd say every city has its progressive bubbles. In chennai, getting inside that progressive bubble is harder because outsiders will find too many periyarists, and communists who can rather be aggressive. Chennai progressive spaces are among the most welcoming if you are a lower caste person.

in general population, all Indian cities are not open minded enough to have a ranking that reasonably explains their differences.

Chennai is not conservative. Chennai's upper middle class is conservative. and they are not the majority.

Attitudes to interfaith, intercaste relationships, and general tolerance is only seen within specific bubbles in all cities. Mumbai is no exception. 

I don't understand what is so great about women traveling alone after 10pm. why is she made to work that late?

Calling mumbai open minded is like calling Tokyo open minded. People just going through their motions doesn't mean they are open minded, rather brain dead.

but I agree Kolkata has retained a lot of colonial architecture that makes it the most charming city in India. I did vote for mumbai, but I intended to vote for kolkata. the question is confusing.

every major city in India is deeply influenced by the west. seeks validation from the west.

atleast in spaces where gender relations, sexual freedom is celebrated.

so the question can be rebranded as which city sucks up most to the west. 

that answer I don't know. because I don't enjoy the upper class areas of any city in India. I find them disgusting.
