No he's over exaggerating it, Chernobyl didn't break USSR by itself. USSR broke because it was inevitable, plus the main catalyst was the Soviet-Afghan war of 1980s. Chernobyl was a factor but not the main one, that's why you don't find any documentary on how Chernobyl broke USSR. 

You will find plenty of documentaries on Afghan-Soviet war and how it broke apart USSR though. Also Michael Gorbachev instituted Glasnost and Perestroika policies which increased the transparency in the Soviet system, those also led towards the collapse of the Soviet Union

In that Chernobyl final episode end credits they mentioned this event is starting of ussr melting
