unused visas will go back to FB but since FB will get additional 226k visas there is no need to use them indirectly..

Yes basically he said It's not in my control and I can't do anything about it. 

So basically we are at uscis mercy now. 

because of pressure of FB backlog numbers increasing , I highly doubt they will put more effort on EB category. Their main focus will be FB.
