50% downgrades aithe eb3 will lag behind 6 months than eb2 but not more than that. Eb2 has the advantage of eb1 being current

He's pretty confident of EB3 reaching JAN14, he also mentioned that date was given after consulting with USCIS about EB2 to EB3 downgrades.

He did not say that. He said he has no information about downgrades yet but he retrogressed dof dates in consultation with uscis. But he did not specifically mention that the consultation was about downgrades
