My PD date is 03/2012(EB2) and EB3 140 is still pending(regular process). Looks like in 1-2 months my date will be current in EB3 so is it make any difference to upgrade PP now? Any advice?

If 2500$ is not a big deal for you and if getting GC few months in advance makes any difference in your life, then go for premium. 

If your 140 is already approved by the first time uscis officers looks at your case after becoming current , it will make some difference in processing times.

go ahead. no one knows when they will stop accepting pp. everyone who is current will opt for it now. so the load must already increased.
